Create Joomla website from PSD files - URGENT

I just had this job listed, hired someone and 2 weeks went by with no update, no results and now I am stuck with a client who is very angry with me, no website and Im out the escrow money and I need this job done NOW. To be clear, I will not fund this project until I see a result, I sent escrow to this provider and now I need to hire someone else and pay someone else while this other person is holding my escrow up. I do 5 joomla sites a week and need someone I can DEPEND ON! Do not bid if you dont agree to my terms and do not bid if your bid wont be 100$ or less, you will not be hired and will waste my time.
