Convert a Template to a Website

I need someone with Magento, SCSS, HTML, Javascript and responsive design experience. Firstly I will give you files to set up a local Magento installation. The work to be done is that I will provide you with a design, scope and specification for a specific magento template. You must then using SCSS, HTML and javascript style the template. There has been existing SCSS variables set up which I want used and added to. I will brief you more once the job has been given. If the work is good this will be repeated for more templates. Looking for someone with great frontend skills, that codes to best practices and has extreme attention to detail.
