I am looking to have a converter developed that can work with multiple common document formats and convert them to XAML for use with the WPF Rich Text box editor control.

I am building an WPF application that needs to be able to provide basic editing services for documents of various types. After having researched it for a while it doesn't seem like there's anything out there to do what I need, so I'm looking here to have it built instead.
I would like an application or component developed that is able to convert .DOCX, .DOC, .RTF, .XPS, and .PDF files into FlowDocuments for use in WPFs rich text box editor control.
Some of the key considerations:
1) Text that is text in the original document must still be text in the new document (no converting to a giant image.)
2) May not rely upon external software for the conversion process (i.e. no requiring Acrobat or Word to be installed on the system.)
3) An example that is doing something similar to what I need for word files is at:

4) I can provide samples of each file type for conversion if needed.
5) I am looking for the converted document to match the original document's formatting a best as possible.
6) For the initial version of this component I am most worried about converting and preserving text blocks, images, and table structures.
7) Please specify in your bid which formats you will support in the initial version, what language you will program it in, and how soon you think you'd be able to provide a very prelminary build demonstrating some basic functionality.
8) One of the hardest things about this project is that there are a million ways to format a document, so part of this project will be ongoing to continue to adapt it to support new scenarios as they come up. Please plan to allow an additional week or two in your schedule to debug additional document if bugs come up.
