Adwords Expert Wanted, long-term

I'm seeking an experienced Adwords manager for our website. We spend $3000/mo. Our site's total sales are about $800k/yr (down from $1.4 million 12 months ago). I'm only interested in a Freelance person (no companies, please). Since lots of people claim to be experts in this field, I need some means of assessing your ability to be successful with our site's promotion (from an ROI perspective). Please take the time to answer the questions below. Any info you provide is appreciated. 1) How long have you been managing Adwords accounts? 2) What has been your largest account to date (in terms of spending)? 3) Do you have any statistics on your past performance? What was your ROI, etc. 4) Have you managed MSN or other PPCs services? 5) Any experience with SEO or email campaigns, etcetera? 6) How do you spend your free time? (Frankly, if you tell me you relax by reading WebMasterWorld's SEO postings, you're gonna get my attention!). 7) Do you have any sort of construction hand-tool experience? Do you know what a rebar bender is (since our site sells contractor hand-tools)? 8) I'm obviously out of my element here, so tell me whatever else you think I should know that will help me appreciate why I should hire you, over the other candidates. 9) Please share your fee structure with me.
