Hello. I look through your task. It seems pretty interesting to me. I wander if you only have limit to -5 degree (I think it is in Celsius ) you might don't need heating at all. In my company we develop industrial equipment for -30 deg. Some devices works without heating pretty well. Usually LCDs or some kid of wifi, gsm modules require pre-hitting. As i can see you don't have a really sensible to low temperature parts. The only thing that is could be sensible is battery (especially Li-ion one). We can use double side mounting and multilayer PCB to minimize size, but it will increase production and assembly coast. Also using 14-segments LED elements will takes a lot of space and will increase hight. It require further discuss to really define how you see finish product. I work in Altium Designer which allow you export designed PCB in STEP 3D model with all components pleased. This way you will be able to see how it will be look like on any step of design process.
