Greetings, What you need is quite involved and complex stuff. Medical circuits like these have 3 main parts - the sensor itself, the AFE (analog front end), and the signal processing and analysis unit. For EEG & ECG, there are AFE ICs available which make it relatively less complex as compared to EMG processing. I don't know of any standard AFEs available for EMG which means one has to be designed - which requires lot of expertise in Analog circuit design. And then depending on what you want to analyse from the signal - the signal processing has to be done. Overall a fairly complex project and I am not sure how it can be done in the budget you gave. So depending on what all you need - we can discuss the details and re-stimate the effort and price. I have good expertise with Analog Design, PCB design, sensors, DSP.
