Alter some Images

I want to give this old picture to my dad as a gift. It's a picture of the family jewelry store that my great-grandfather owned and operated for decades - Van's Jewelry. This is the only picture of it that I could find online. The picture quality is poor, which 1) makes it somewhat hard to identify the jewelry store and 2) makes the picture blurry as you increase its size. Here is what I need: someone to use whatever Photoshop skills necessary to improve the picture's quality/resolution/sharpness (not sure what the right word is here). In other words, I want to be able to see everything in the picture as clearly as possible, especially the jewelry store. Also, I don't want to the picture to be over-Photoshopped--no effects beyond improving the picture's quality (e.g., I don't want to see any color). Lastly, someone seems to have written "-Today" on this picture. I would like that removed if possible. Thanks!
