Custom PSD & EPS Photoshop File - Sheet of Circles

Hello, I need a fully editable PSD and EPS photoshop files with layers. I need the file to be letter size 8.5 x 11 and resolution 300. This will be one full sheet of circles (See Sample-1.jpg. Each Circle should be 1 1/2" inch. These will be used for cupcake toppers and cut out with a 2" inch scalloped circle punch so that I can have a border. Please see the attached samples 1. I want the little small circle dots as a border as shown in the sample image [login to view URL] 3.
