Addition to a perl-based auction site

We need a charity/donation program added to the [url removed, login to view] auction site. We call it a Deed, Reed or Seed program. The seller gets to sell an item and the funds from the sale of it (paid by the buyer) go to a charity directly. The seller only sees their account credited for the amount of the sale and then debited. The amount is simultaneously ‘moved’ to the charity’s account. In effect the seller’s account becomes like a revolving credit they can use to buy other products, or donate it (like with the Reed part). There is no cost to the seller for products and services created under the first 2 options. (Sellers need to be able to manage their account funds so they can pay for products or take payment through Paypal, moneybookers, alertpay or have it credited to their credit card or bank/credit union account.) Use [url removed, login to view] for additional payment methods.)

Choice of method of selling must be made at the time of listing.

Under Deed they donate 100% of the sale proceeds to the charity. (pay no auction fees) (must ask if they will pay for the packing of the item and if ‘no’, we credit them the value of packing it and conversely the charity bills the purchaser). Confirmation of the donation under Deed and Reed to be automatically sent to the donor to their account e-mail address for verification purposes.

Under Reed they donate 50% of the sale. (pay no auction fees. value of the product must be $5 or more. Here they pay for the packing for shipping the item.) (Site generates an automatic thank-you letter, with the value of the donation sent to the donor included, as soon as the buyer has paid for the item.)

Under Seed they are given an option of donating some amount, or percentage ( as per drop down menu choices). The vendors pay any auction fees incurred.

Under Deed and Reed, they have the option to have the listing continue indefinitely at no cost.

Under Seed, this option is to be available at a cost equal to the original listing fee.

Delivery/shipping of the products will be paid for by the auction site in a contract agreement with UPS and others. The funds for shipping will be paid by the donations from the charity’s account.

Site needs some improvements to speed up file access. Not sure where the listing info is kept. Listing data needs to be in mysql db or equivalent if it isn’t already.

Second part of this (by tabbing to subdomain?) is to create a separate storefront using the [url removed, login to view] site. It will offer anything from groceries to computers to clothing to furnishings, appliances etc. with an option of taking local delivery (if available).

The site should be useable with all network browsers, i.e, Firefox, Netscape, and IE. (It currently only works correctly with Internet Explorer).

You MUST be able to show ratings here or on a comparable site, and some relevant sites to win this bid.
