cool Vb.net2.0 desktop app (also html /css)

I need an application that can combine many images of similar extension into 1 image with each image right next to the other. then the application will output a html file with a css file that allows the user to see all of the images on the page individually in a list.<br minmax_bound="true" /> <br minmax_bound="true" /> I guess you are wondering why?<br minmax_bound="true" /> <br minmax_bound="true" /> I want an easier way to do this new thing on the web but i want a win tool to help me do it.<br minmax_bound="true" /> <br minmax_bound="true" /> the idea is that in a webpage you can load 1 image and then shift the css around to only show the section of the image that you want. this allows for fewer callbacks to the server.
