C# 64 bit support(repost)

Modifying a C# class to support 64bit operation.

The goal is to allow the class to work in both 32bit and 64bit operating systems, therefore the class needs to determine the version and then execute code for that architecture.

It is fairly straight forward, the API calls need to be modified to support 64bit and 32bit (interoperability).
