Banner Maker Software for Website

I am looking for a software that can be installed on a website that will produce banners (for mobile or regular?) for visitors which they could download from the site. There are 2 that I know of and they are: Mobile Banner Creator and Banner Maker Pro. Mobile banners have special sizes for different phones and I think most banner software would cover those sizes. So...I am also looking for advice on what would work for my application.
