A new advice website

I would like create an advice website using wordpress. On the website, people ( if a member) could write a post (a question) asking for advice from the community. In order to respond to the question, you must be a member. I would like two or three advices per question to appear on the page showing all of the questions, the front page, much like how facebook is set up. Members can click "good advice" on each advice if they feel that advice is good advice. If a member has a certain amount of "good advice" points from all of their advice they gave, they begin to move up levels. If a member has, let's say, 10 "good advice" clicks on their advice, they make it to level 1. There are five levels. If a member makes it to a new level, a modal will pop up telling the member that he or she has made it to a new level. The member's picture will correspond to the level that he or she is at. I hope this can be done using a customized plugin.
