change and redirect wordpress site

i have a html website
ukshoppinginspain dot com
i also have a wordpress blog as a subdomain
.ukshoppin ginspain dot com/expat-shopping-blog/
i want to make the blog the main site so that the domain name ukshopp inginspain dot com redirects to the blog and set up 301 redirects from the all pages on the html site to the blog. the html site is a PR 3 home page and all the other pages are PR 1 so i dont want to lose their rankings or Pr in Google.
I also want to change the blog theme so please suggest a good theme as i want to have a theme which can have a slider, plus have paid advertising banners on the page and i want to add 3 more links in the header.
i will also need a contact us form customised so the customer can ask for a qoute for delivery of their goods to them from the UK to Europe
