Desktop Order manager for online ordering

Hi I've got an online ordering system built on PHP for my pizza (delivery) restaurant. At the moment I receive orders through outlook and manually notify customers through SMS about their order status. I need someone to develop a simple GUI / application for windows desktop which will load when windows starts and stay connected to the website. I mean whenever some one place an order through my website I'd like to get some notifications (popup and sound). When clicked on VIEW ORDER - the full order and the customer details is displayed. There will be some Buttons like - 30 mins, 45 mins, 1 hour etc which when clicked will send an sms to the customers mobile saying that their food will be delivered within that time. So, an SMS getaway needs to be integrated aswell. I can purchase and give you the getaway details as I can shop around for the cheapest local providers. This program needs to be able to connect to the website database (mysql) and show important information regd. sales, customers history, product history etc when requested.
