Custom field for Joomla Articles

I'm looking for a Joomla expert to create a custom field in the article submitting form (backend + frontend). Here is a list of what it should do: - In backend Admin will be able to add text in a field above the title field. --> this field should allow insert the typed content to mysql database table named "above-title". Admin should also be able to add a link to the text inserted in this field. We also need to be able to customize the look in css. - In front end, user will see the text inserted just above the title --> in article view, blog view, section view, search results view... I can provide images of what we need to be able to do. Please feel free to ask me more details if it is not clear enough.
