Coupon and deal Site

I am needing some detail work done on a web site that I will be building. It needs to have a members sign up page to be able to view certain pages of the site. This needs to be ran through a service like PayPal because the members will be paying a $5 monthly fee. Also in this members sign up page they need to be able to upload a picture of themselves into their "profile" so that that profile picture appears in the popup which is explained below. It needs to be programmed in so I can add new deals that show up on the members pages. When the members click on the deal it needs to be bring up a window that has their picture, the deal, the date and our website in the popup so the businesses can then verify the member. This needs to be compatible with mobile devices as well and the popup needs to be able to be printed from a desktop as well. There needs to be a subscribe button as well so the members will be alerted when a new deal has been added. There also needs to be a feature so that I can add/remove deals and businesses and it shows up on every single members page. To keep it so only the members can use the coupons when they click on the coupon for that particular business it needs to generate basically a popup or another page that then brings in their profile picture, name, date and what the coupon is so they can either print this out and take it to the business or they can just open it up and show it to the business on their mobile phone. There are going to be some different participating cities so it would be nice if that could be grouped in different sections as well. Let me know if that all makes sense. Please ask for more details on this if you need futher clarification. I will not post any milestones until I see somewhat of a completed work. Even if it is off of your server and then you transfer it. This is due to dealing with people that didn't do anything before on projects and tried to just take the money. If you have a problem with this please don't bid on this as I am not flexible with that. I am more than happy to deliver milestones though once I see there is work done. Thank you!
