CloudErupt Web App Project

We need a web application created that allows a user to register to receive sms messages on a variety of information services (e.g. horosopes). The messages will be sent using the registered users free web text allocation from any of the Irish mobile phone operators, Vodafone, O2, Meteor, 3 mobile (providing the user has already got an account with the network selected). The facility to access the user's web texts will also need to be created. This facility should be adaptable to be quickly edited should the network provider alter their webtext interface or logon procedure. This project should be developed using PHP scripting and a MySQL database. The website and all data will need to be secure as to protect users details. All code shall be commented with great detail and documentation will also be expected.
