Build a Web-Based RTSP Streaming System with Login System for PC, Mac and Mobile

Hi,
I need someone to create a web-based login system for security monitoring. The system will need to be usable on PC, Mac and Smartphone (Apple, Android).
The video footage security cameras can only be accessed using RTSP (please refer to attached). The system should be able to retrieve the live footage of the cameras via RTSP. The whole system should be smooth viewing videos streaming on both a computer and a smartphone/tablet.
The admin backend system should be able:
1) To add/remove cameras by keying in the RTSP address of the cameras and type in a custom name for the camera,
2) To add/remove user accounts for login, and able to set which cameras the assigned users are able to see.
3) User account management should allow for userid and password, and also set the start and end time that the user can login, ie, the user can only login to the system to view the cameras from Day X at XX:XXh, and the account should also lock out at Day Y at YY:YYh.
4) Able to set other administrators or supervisor accounts that can have different level of privileges.
The user login system should be able:
1) Type in their assigned userid and password to authenticate themselves into the system
2) After the login screen, they should only be see directly the list of cameras that they are able to view, and click on them to view thereafter.
3) The system for video viewing should be able to smoothly stream and play the video footage on both a computer and smartphone/tablet.
4) Allow for multiple user access at the same time simultaneously.
5) Secured system that should not allow for easy hacking of the system.
The system should be in PHP as the web server is a Linux server. So it does not support ASP.
There are around 45 cameras needed to be input into the system, with ability to expand into more cameras in future if needed.
The completed system is needed by this Saturday. 25 October 2014.
