Auction / Smart Bid

I run a IT Solutions business in SA. Im fairly new to this site, and i understand how this website works. Ive posted a project in here a while back, the freelancer has taken 2 months with the work, and has no dissappeared, setting me back with delays and loss in funds. I have got a new project i would like done. Like an auction website, but a system call smart bid, where the bidder bids for an item on a website, theres a maximum/minumum number of bids. Each bid costs the bidder an admin fee, the person wid the highest unique bid wins the Item. Payment methods is bank deposit, with each bidder having a unique reference ID for every bid they place. I dont want sum1 to waste my time again, its a simple website to develop, nothing complex. I want a very stylish design, better than that of our competitors. Please let me know asap. I will get in touch. I need sum1 that is willing to produce work i can see, i cant take the risk as i did in the last project.
