develop a small twitter api to post to multiple accounts

Have a central database which we update to schedule tweets to go out onto around 20 client accounts on Twitter. We have need of an app which can run unattended (or auth'd automatically) and will run pretty much all of the time. Needs to run as a PHP file from a URL which will ultimately run as a CRON job.
