A simple API layer is needed for an existing web based application

Looking for an experienced PHP developer to write a simple REST API for an existing product used for video emailing. This API layer will be primarily responsible for handing interaction with a MYSQL database that houses user information and message history. The coder selected to write this API will essentially have to account for 4 core functions: user login, save a message, send a message, get message history. You will find a more complete spec sheet attached to this posting. Selected bidder will be responsible for both developing and testing the API with credentials provided by the poster. Upon acceptance of a bid we will have a quick discussion over either skype of google chat to finalize the details and address any architectural suggestions the developer may have. We will provide you with any relevant source code to review. Being as this is propriety intellectual property you will be expected to sign a standard non-disclosure agreement.
