Custom Joomla, CB, CB Subs, Joomsport integration

We currently have a Joomla based website, with CB and Joomsport installed. We are a National Sporting Federation (NSA) with a membership base of approximately 4000 and 40 affiliated clubs. We operate the national league for our sport.
We would like to implement an online registration and payment system into this Joomla site. The Club has to be a paid up affiliate, and members of these clubs then register with us (the NSA).
The workflow will be:
1) Club (Affiliate) registers and pays they affiliation fee (Affiliation Fee). Once paid, this will allow the affiliate to enter teams in the various divisions of league which we run.
2) The Club (Affiliate), once active, registers a team in a league (National Junior, Premier, Division 1, Division 2 etc....).They select the Gender (M / F), then the season (2013, 2014, etc...), then select the league and pay the league entrance fee.
3) Once payment is processed, they are then allowed to enter 30 player names into the team [url removed, login to view] list must capture all essential details, so should be in a form format. Alternatively, if we can provide an excel spreadsheet template they can complete beforehand, then the data can be imported from that spreadsheet.
4) If they require more than 30 names, there must be an "add player" button below the form. Each new player entered incurs an additional fee.
5) Once the names are entered, this must populate CB as a new user and Joomsport in the relevant team and season.
6) Once a user has been assigned to a team in a specific age group league, they cannot be entered into another team in that age group. (e.g. Players can be entered in the National Junior and Premier league at the same time, however, players cannot be entered in Premier League and Division 1/2/3 etc...at the same time.)

This is time sensitive and we would like to complete this as soon as possible, however, the platform must be stable before we take it live, so comprehensive testing should be undertaken.
