Create DotA2 banlist application

I'm looking for someone to create an application which allows me to maintain a "banlist" on the Steam game DotA2. To undertake this project, you'll need to be familiar with Steam, Valve, and DotA2. The application's abilities must include: Two lists, a "banlist" and a "whitelist". The application simply needs to alert the user that players in a game are on one of the lists, and list any additional notes on those players. People need to be able to download the software, and easily run it. An easy way to add Steam ID's to each list, with the option to add additional notes. When I say easy way, I mean the software must auto-grab the Steam IDs of players in games and have a button to add them to the lists. Or a command in-game that allows you to add specific players. A way to remove Steam ID's from the banlist. An admin feature, that allows the creation of new admins. Only admins should be able to add new names or remove names from the lists. Its important that the program be VAC safe (Steam//Valve's anti-cheat program). Please let me know if you have any questions.
