Convert XSL-driven ASP.NET for cross-browser compatibility

Major Tasks: - Push XSL from client-side javascript to server - Use DHTML/Ajax to display reports + grid-based searches - Enable search and filtering to be dynamically processed without the use of client-side XSL - Use frames in place of popping up sessions for each page load - Redesign context menus to not use IE's popup method - Load drop-downs on server side - Possibly convert to ASP.NET 3.5, with Visual Studio 2010
