B2B Site wanted design, install, integration, support

I am looking at starting a B2B site similar to DHgate. I am not interested in Escrow and I am more interested in a site that sells direct to the public whilst also offering bulk discounts to retailers and distributors. I want to give sellers the option to become verified/certified and a feedback system. Listing will be free but options including Bold, High lighted, Gallery featured and home featured will incur an immediate fee similar to gumtree. A final sale fee of 4.9% will be invoiced to sellers each month. This will need a professional looking skin/template. If you are using a script this OK but I need someone to design, install and integrate. I will also need and ongoing support and will pay this in future projects. For now you can either use a script, a previous application developed or I am willing to buy a script for you to design. I need something with a disclaimer stating no responsibility only proving a platform for buyers and sellers to meet etc Show me what you can do
