Comparison Search Engine with expandable database

I am looking for someone to build a website for me, it must have a searchable database for comparison of fixed fee courses in their local area, ideally by postcodes (UK) Also, the integration of a PHPBB Forum to discuss the companies listed and provide feedback on the training recieved. It would also have to incorporate a click tracking facility to provide clients with the number of clicks to their sites. The database must be easy to add to as it will be a rapidly expanding list of providers. The client can choose a basic listing (Logo and short description) or a fully integrated web page to come up on my site
