Design of online car rental database

I need someone to develop a database system for car rental.
1) It should have some decent gui.
2) the customer should be able to register and log in.
3) He should be able to see all the cars(pictures), available dates to book it, and per day cost of that car.
4) once he fills in the form to book it for some days, it should be able to show him the bill with details of how much he has to pay.
5) Use any sql like MySql, oracle etc. and any language like java, php, .net, visual basic for connectivity and front end.
I know this is a simple project but i really don't have time for this. Please also include in the mail, how much you'll charge for this mini project.
