Looking for a custom coupon site with twilio api for sending SMS.

The coupon site will be for a specific country and allow businesses to signup and buy coupon credits. Credit will be used for buying coupons spots and when users collect coupon we use twilio to send the code to mobile phone of user who request the coupons. Then the user can go to the business place show his code and collect his offer/discount. For example a business can buy 100 coupons spots, so only 100 people can collect them coupon. They will pay our rate. Each coupon code can me same code or different, so business should have this option.

Users must register and add his mobile phone, confirm his number to be a verified member.

When coupons are posted user clicks on collect code and he will get code to his mobile.

I'm looking to use bootstrap with simple elegant layout with caribbean flavor.
