Cloud based Ruby Rostering, staff management and CRM system for our property company

We require a web based Ruby on Rails staff management, CRM, accounting, property management and rostering system that will be built in several modular blocks starting with the minimum viable product (attached word document). We need a freelancer that can build high quality code that is well structured and plans ahead when creating a system to allow for expansion when more features are needed. A successful applicant must be active on instant messenger, provide regular updates to a project, stick to a budget and have a reasonable level of written English. If the freelancer can complete the job as required by the required date and time and on budget we have a further 3 equally as large if not larger projects to be completed and are looking for a long term relationship.
