Create a flash header with 5 buttons on top and 3 large main buttons on bottom.

With animated background and a sound would be nice. A basic logo embedded would be required for [login to view URL] (upon clicking user returns home).
I have scoured the web for the sort of thing I like and have found this.
Note buttons should have a mouseover effect, but should be returned back to normal upon click or mouseleave.
A better approach is to read the menu items from an XML or text file to allow change of the buttons as necessary for the eventual changes that may take place. This is not a requirement but I would greatly consider improve ease of change over time [this way the flash header becomes dynamic].
A basic logo will also need to be implemented but as we don't actually have one, you pick.

I also like the date on the top left, I think that's good too.
Deliverables should be unique and both in source and compiled (as I do not have Flash / Swish etc). Components from a licensed site is acceptable as long as copyright is not infringed in any way).
Should this not be to your taste, I am willing to accept suggestions within the organisations site.
## Deliverables
1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement).
2) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
3) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Employer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Employer's environment.
b) For all others including desktop software or software the employer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this project.
