PHP, JS, CSS Map Image Viewer

Overview: ? Build a map image viewer using PHP, JavaScript (not jQuery), and CSS that is cross browser (IE 7+, Safari (PC/Mac) and Firefox (PC/Mac), and AOL Desktop) and compatible with iPhone/iPad and Android web browsers (no device specific language required just ensure the JS/CSS works properly (note I can test on these mobile devices).
A large image map is viewable in 480x280 sections and transparent PNG buttons on the outer edges control scrolling up/down/left/right to pan around the image. ? This is NOT like Google Maps functionality where you can drag and scroll. ? This is more like the scroll of the game Legend of Zelda where one section slides in if you click the appropriate transparent PNG image.
Overlay Location Tags and/or images are also available to be displayed and a checkbox can control toggling these on or off. ? (ex: [url removed, login to view])
A sample XML file ([url removed, login to view]) is defined as a test to simulate a mySQL XML generation query.
I have most of the pieces in place already and all the files you will need are located here: ? [url removed, login to view] (minus graphics files)
Detailed requirements are in the [url removed, login to view] file and programmer and I shall agree upon full scope prior to commencement of work.
The primary page to develop this on is [url removed, login to view] - a temporary mock up image is in the current target DIV location to give an idea of what I am looking for.
An FTP login to this directory will be provided upon selection of programmer for direct access to all files.
I am looking for a programmer who can help take this to the next level as well and offer up additional ideas or thoughts on how to cleanly execute and enhance this functionality - the key is cross platform.?
