Desktop Application to display data from Sql/Mysql

I need a desktop application on client server architecture which will connect to SQL/Mysql database and retrieve data from database and display the values. Data in databases is updated in real time which is stock market data. I need this data to be updated in real time in the proposed application. A Notification window should popup on the taskbar if some specific conditions are met. Conditional Cell formatting (change of colour depending on the values) need to be done. Application need to be installed on different client machines which proper authentication so that only subscribers (weekly/monthly/yearly/custom date range etc) can be able to open and use the software (Authentication should be based on machine key which can not be used on two computers) . There should be a small window or space on this to display custom message.
