Creating an API for a Twitter web application

Hello, I'm looking for a programmer who is experienced in creating APIs for web applications. I created a web app for Twitter and so far it's working only in browsers but i want to make an API available to other developers who would like to integrate my app in their own software or would like to extend the app etc.... You won't have to write a single line of code (consider this while bidding), I'm a programmer myself but it's just that i never did this kind of stuffs before so i don't want to take any risk. I will write all the codes myself and you will just have to guide me (tutorials, by mail, skype etc...). At the end you will just have to test if the API is working correctly.
