Administration area for many administrators - network

There is a admin area , but we need a musti-user admin/representives system. Each representative will manage account (merchant accounts and affiliate accounts)for one language. The system must have access to all admin area except payments and options pages. One login for each representative. The system must calculate comission for each representaite. 1- Multi-user administrators system. There is an admin area. The programmer must complete the admin system to support musti-user administrators. 1.1 - Register form personal info, login data, comission, language accounts, can view transations page, payments page? 1.1.1. - Change info 1.2 - Painel with all representatives(administratores) - languages - comissions- payments link 1.3 - payment page (all transactions per month) and satus: paid , not paid. 1.4 - System to add money/bonus for administrator. NOTES: The payment module is working. You only need to create a field in main admin to choose the comission. Exemple: In register form, If head admin write 50%, the system will calculate 50% of comission to the manager. The system will ad bonus to the manager.
