Cross-Platform Application(repost)

We need a cross-platform app developed for Mac-Win-Linux. This application needs to enable me to communicate between a computer and an LCD monitor. I'm attaching information about a Samsung monitor. But the program needs to be flexible enough to read settings from a file, so that I can easily configure it to work with other brands. The idea is that these types of monitors have a serial port that can be used as a console port. I need to be able to test and configure the monitor via this port. Also the program needs to email me if the monitor is dead. Finally, the program must keep a log of all activity such as tests, config changes and failures. This project must have 2 parts. One is the program that communicates between the monitor and the PC. The other is a program that will allow me to create a configuration file with protocol settings, email settings and COM port settings. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
