automatic motion tagging in video with hyperlink

i need a software that work exactly like [login to view URL] or [login to view URL], but offline. 1. my client give me a video (any format, mo4, avi, mov.... and so on) 2. i edit the video taggin objects (not important if i have to convert in any other format..) 3. i publish the video on client's website with a flash player that permit to have an interactive video. please place bid if you are really able to do this project. i already lost a lot of money with people who likes to chat. 30% on beta release. 70% on delivery. no milestone. if you are able to wrk on it you not need milestone. thank you.
