Community Portal with membership and business directory

I have a small tourism business and I have started making virtual tours 360 panaramics of my city and attractions and hotel. The tours are held on another server and I only need link to them. I wanted to make a website that can display my tours on to the public. I also want a business directory program similar to [login to view URL] yellow pages where business can post their basic info for free and be able to chose from different levels of for fee listings to include making their own mini web page. I also wish to have a seperate membership for the public and for businesses. The public should have access to special features like games, send a postcard, create their own web page and a chat area and build a vacation planner from coupons posted from businesses. I need to be able to manage this website and change basic content in a easy formate similar to network solutions sites. I also need to incorporate paypal other shopping cart function. I also wish to include sitepals and video from my audio video generator account. I want the site to look very modern and professional maybe a flash header. Any suggestions on how I can do this affordably.
