Build a desktop of ADOBE FLEX with PHP backend

I need an Islamic Religious app. It consists of Azaan and various other activities. It must run in Windows and Mac. It would be better if someone has Islamic Knowledge. The backend will be PHP. The app will dektop and web also. I need some one who is new and can give fast result. The budget is low. New Freelancers are welcome.
