Add russian translation to the site

The site needs to be updated with the russian translation. The translated pages are ready. they need to be inserted instead of english version, buttons, links and logo need to be translated as well. Things to be added: 1. The placeholder for submitted emails (your choice) 2. The news updater interface 3. The Vacancies page with updater interface
