Build a live comment system

I am looking to build a site that has the same sort of live feed display as here:

Here's how I envision the site:

At the top of the page, website owner will be able to post a daily question.

Then, users will have to log in. At the bottom of the page, there will be a text field box where users can enter their answer to the question.

Users only get to answer the question once per day. They will have a submit field.

In the middle of the page, as users post their answers, they will show up live, in the middle of the screen. Each answer will have a vote up or down button.

Users can click on one vote up or vote down button per day.

one the right side of the screen, there will be a top answers box that lists the top ten answers that receive the most votes. Underneath the box, there will be a box that lists random answers. Both boxes refresh as data changes.

on the left side of the screen, users can scroll through answers from the last hour, 2-4 hours, 4-6 hours, etc.

At the end of the day, there will be a webpage generated that says the question and the answers that got the most votes.

I'd like this information to be available through RSS as well.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
