ASP.net Site Enhancements

WE HAVE an under development site in ASP.net
we need some feature enhancements made to it.
1) The data from page currently sends the form data in an e-mail. It also needs to be stored in a database.
2) The "Get Started now" page will have two menu options: "Free Consultation Form" and "Sign-up now". The form currently displayed will go on the page for "Free Consultation form". The new "Sign-up now" page will have a form to collect the customer's name, address, phone and credit card information. It will offer two plans: Standard plan where customers pay $495 plus $29 per month for three months. The other plan is Custom plan where the customers will enter a different amount as instructed by the customer service representative.
In both cases, the attached agreement documents need to be customized with the customer's name, IP address, date and then allow the customer to view and print them. These documents need to be in pdf format. THIS IS AN IMPORTANT REQUIREMENT
The customer needs to click on "I agree" before processing their credit card. The payment processing needs to be implemented.
The documents need to be e-mailed to the system admin and all the info on the form needs to be stored in a database. (WE ALSO NEED A UI WHERE THIS DB INFO CAN BE QURIED- PLEASE QUOTE SEPERATLEY FOR THIS AS WE CAN DO A SIMPLE EXCEL EXTRACT IF ITS TOO EXPENSIVE)
3. ALSO QUOTE SEPERATLEY FOR INSTALLING A WYSIWG CONTENT EDITOR
