Build Responsive Website and CMS

Hi, We need a professional team that able to rebuild an existing static training website. we need to recreate it as it was established in a very old HTML to be a responsive website with the SAME design, the website is in two languages: Arabic and English Although, we need to develop a CMS (Content Management System) with the following specifications: 1- PHP 2- Simple Search 3- The CMS should include a forms for SEO Optimization Basics 4- We should be able to update all the website content in an easy and professional way through the CMS 5- The website has calendar with the coming courses 6- The website will include a private area for members, it should have the following: a- The subscriptions requests should be sent through a registration form b- Notification will be sent to the admin to approve or reject c- Once the admin approve, an email will be sent to the user with its username and password d- The admin can post a general posts for all members or private for each member e The admin should be able to upload documents for all users or special document to a certain user f- The user should be able to send a message/request to the admin g- The admin can suspend the account any time or set a expiry date Summary of Requirements: - Responsive layout - Forms and CMS - Data Entry for around 60 pages Two milestones will be created: The first milestone is 150$ which include the responsive design The second milestone is 250$ which will include the development phase and the data Entry for 60 pages Notes 1- You should have experience in the responsive websites and how to deal with all deceives especially the old. 2- We don't have time to waste it is the testing and report the errors back! you should have your own tester and deliver the work without any issues. 3- The time frame is 3 weeks Looking forward to seeing your references and bids
