Desktop Database with Control Panel

I am looking for a database and ColdFusion programmer to build a simple database application for both desktop and server-side script. The desktop app needs to sync field data with a server-side script that will be virtually identical to the desktop version. The Desktop must have a GUI interface such as a Control Panel and this panel must be easy for the user. I prefer the Control Panel have some nice graphics design included and have the ability to customize (upload) a logo (manually or dynamically). There will be about two or three sets of forms for reports that will have to be generated into an output page to the server-side database (via any web browser). In other words, the desktop version can have generally plain forms but the server-side must have HTML generation and design work done with for the ColdFusion front and back end. I do have a designer for GUI and web interface, however, I prefer that you do the entire project, if possible. I prefer the server-side database be done in SQL 7 and ColdFusion MX. If you have Flash skills, that's a plus. I will generate all fields and tables that need to be generated for this project. You must be handy with graphics for interface development, or subcontract someone to do the GUI for this application. I am an Access database developer, so I pre-create the db in Access and let you do the forms, queries, etc. This will be a desktop application that must be able to upload and populate field data to a server-side database application. The server-side application will essentially be a reproduction of the desktop app but with different looking interface done in HTML.
