I need an urgent c++ program that takes in a single file does a small amount of mathematical processing and outputs 2 files. Unfortunatley there are lots of details and variables that make this a bit more complex than it should be. I've attached a full explanation in the attached zip.
This program is quite urgent and the faster it could possibly be done the better! Also, I must be able to compile the program myself as there is a requirement to leave a blank to insert code at a later point when I've worked out exactly how to do it...

The input file grids are actually back to front. In the attached file, if you open it with excel, for the first record:
B5 is equivalent to the lower left corner in the attached image
B35 is equivalent to the lower right corner
AF5 is equivalent to the top left corner
AF35 is equivalent to the top right corner
This makes a difference when orienting the digitisedplume over the output grid. Please not the plumes can also be below the (0,0) line as well as above it.
Please note that Excel 2003 may not be capable of fully opening the output file as the number of columns is in excess of 441...
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
