Custom media player (TOP-NOTCH developers ONLY)

I need a custom media player. The purpose is to provide lawyers and legal assistants a simple means to research and present deposition video and transcripts for legal case resolution. The player will be able to playback MPEG video and keep track of text in an ASCI file that's time stamped to the video. The applicaton will also edit MPEG clips with the provided SDK library. 1. When the CD is inserted the player automatically comes up with the MPEG video and Transcript loaded. It is required that there will be no install of software. The software must run from the CD. 2. The user will not be able to copy the player from the CD and use it with other MPEG or transcript files. The transcript will contain the entire deposition, which could be as long as 8 hours. Each CD will contain a maximum of 2 hours of video. When the user selects a transcript line that is outside of the installed CD, the application will prompt the user to insert the correct disk that corresponds with the selected line. 4. All features on the interface must have a small popup mentioning its function. The popup is displayed when the mouse pointer is over the selection for a certain amount of time (usually 2 seconds). 5. If the application is unable to play once the first disk is taken out (Disk 1 has the player application) the application and accompanying files can be installed on all of the disks. If this is the case, the application must know where it last left off. 6. The transcript highlight bar (15) will only track portions of the transcript that have time stamps. It will be done in C++ and ActiveX. Please take a look at the attached screenshot. This is a sketch of an interface, I am looking for. I will need great looking XP style GUI. ONLY top-notch developers please. If you are really good and competitive in price, this is a huge oppurtunity. I am going to add many more features to it and I will also get you many more projects. If you are just ok or dont have any prior experience in developing this type of applications, we would be just wasting our time.
