CREATING AND STORING MUSIC NOTES IN EITHER MIDI OR WAVE FILE

I WANT A SIMPLE VB PROGRAM THAT CAN CREATE AND READ A MIDI? FILE: It will allow a user to specify the music note he/she wants, the use can also add other additional featrures to the note such as the duration of the music note, then after the user has specify the music note(s) he wanted then the program will build the sound fom the note and then store it as a midi or wave file.? The midi file can be retrieved by the program and the various music notes in the midi or wave file extracted out. The sound produced by the program is just simple musical sound with no effects. The aim of the program is to teach users to manually create their own musical tone without any effects.? Especially in teaching d,r,m,f,s,l,t,d (doh,reh,mee,fah,soh,lah,tee,doh') Foe example, when the program is running, a user will type the charcater 'd' and the programm will generate the usuall C or doh sound with the specify duration. I will like whoever can help me to do a compiled demo that will expire after a period of testing before i can then request for the source code. This project is for academic prupose and as a student i dont have much budget but i will surely pay for whatever fee is comfortable for me. Thanks
