asp.net web application

The Asp.Net web application should allow a user to input data into the excel sheet template provided, through web forms. These web forms .should have appropriate data entry fields (text boxes, drop downs etc) and will be connected to a back-end database that feeds these fields, thereby, restricting the input of data into the excel sheet to only that, which has been entered into the supporting database by other users. (however, for the first phase, I would like these fields to be editable so the user can type in his data if he does not like the choices provided) Signing in, as well as all pages and functionality for the other users is part of later phases. For the first phase, I would like to connect to the excel sheet(provided) through the visual studio 2008 asp.net web application I am turning over to you, to finish all the entry pages for one life cycle that allows user to go through: Personnel Logistics Procurement Management & Participation categories in filling out an empty Bid Matrix (excel sheet) ## Deliverables The logic for Peronnel and Logistics has been hammered out with the help of the developer already. However, I need some input from the developer to iron out procurement and Management & Participation, the last two items. Procurement can Hardware or Software related if hardware, taxes and other charges will be applied to it under management and participation. If software, then services can be the services of a sub-contractor, which should be treated as an employee under personnel in the next phase.
