Database for listing businesses when clicking on State Map

We have a small project that needs a Database created for a website,? that when a user clicks on a state they will get a list of business by city then if they want to see the business info they can click on we have a small csv file that can be imported to start the data but will need to add additional fields. we need it so the general public can view the businesses but each individual business an edit their own description by logging in and entering a password. this is the site and you can see the javascript map that will be used.
