Auction Software Modification

I am using an auction script written in ASP and using MS Access database. I am requesting a modification in the user registration section. The script is set up now to request a credit card during initial registration. I want to eliminate that. Instead I want the user to be able to sign up without entering a credit card number initially. Then, if they attempt to sell or list items on auction, I want the script to check if they have a credit card number on file and allow them to post items depending if they have one on file. If they have one on file, the script simply lets them post items as usual. However, if they don't have one on file, they are directed to their auction account to place one on file in the billing section. Buyer will receive exclusive and complete copyrights to all work purchased.
